The Head Office of State Archives and the Association of Polish Archivists, in cooperation with the European Regional Branch and the Section for Professional Associations of the International Council on Archives, organise the 7th European Conference on Archives “An Archivist: The Profession of the Future in Europe” in Warsaw, May 18th–20th , 2006.

We deeply believe that thanks to very intensive discussion on above mentioned problems it will be possible to adopt and pass a recommendation on common European area of archival education and training. Such recommendation should enable the national archives authorities as well as different archives participation in the process of creating the European model of education. This recommendation may become a key way to make our profession more attractive and to ensure professional mobility in frame of EU.
V. Participants

We hope that the Conference will be attended by a large group of archivists working at state and municipal archives, public, scientific and cultural institutions as well as many business organisations and enterprises. We also expect the participation of the representatives of the ICA authorities, its most important committees and experts as well as directors of national archives from many different countries. The Conference will create a great opportunity to present and discuss the most significant problems connected with the functioning of modern archives by a very competent body.
We have a great honour to invite our Colleagues from all the European and other countries to participate in the Conference. We hope that a vast group of archivists interested in solving the most urgent problems connected with their profession will meet on 18-20 May 2005 in Warsaw. They will be offered an attractive substantive agenda and accompanying events which will allow for gaining better knowledge on the capital city of Poland – the city which is dynamically developing, enchanting with its beauty and extraordinary hospitality.
We would be very much grateful if you could kindly inform on the event all the persons from your environment who might be interested in this subject. All these persons are also kindly invited.

The official languages of the Conference  are:  English, French, German and  Russian.
There will be the simultaneous translation.

The main sessions during the 7 European Conference on Archives will be:

1. Problems of professional competences  of archivist;
2. Changes caused by introduction of new technologies in archivistisc;
3. Place and status of our profession in the European law;
4. Certification of the right to practice a profession;
5. Professional mobility in frame of Europe;
6. Archivistics as scientific discipline.

Moreover, during the 7th European Conference on Archives will be organized four workshops:

- European Portal
- European Standards – MoReq
- Disaster and Emergency Plans
- EURBICA Legal Database

The subject of the Conference refers to the Joint Declaration of the European Ministers of Education convened in Bologna on  June 19th, 1999 where are enumerated primary objectives to create European area of higher education. One of these objectives is „adoption of a system of easily readable and comparable degrees, also through the implementation of the Diploma Supplement, in order to promote European citizens employability and the international competitiveness of the European higher education system”.
By dealing with this topic we would like to join the activities which should finally lead to archivists’ mobility and employability in Europe.
Furthermore, the Conference will consider the most important problems of the situation of archives in Europe, resulting from the Report on Archives in the enlarged European Union. Increased archival cooperation in Europe: action plan, prepared in 2004 by the National Expert Group on Archives of the EU-Member States and EU-Institutions and Organs in response to the Council Resolution of May 6th, 2003 on archives in Member States as well as the common activities of the European archives relevant to he implementation of the Council Recommendation on priority actions to increase cooperation in the field of archives in Europe, heard by the Council in 2005.

II. Thematic scope of the Conference

The substantive scope of the Conference covers the most important problems concerning the professional competence of a contemporary archivist in European conditions, which may be considered, however, as common for all the representatives of the profession on the world-wide scale. The determination of the model of such competence will be accompanied by considerations on archivistics as a discipline of science and on the influence of new technologies on the scope and forms of activity of archives, thus also on the tasks carried out by archivists in the modern world. The comparison of the professional profile of an archivist in the legislation and practice of individual states should allow for the determination of the possibility to develop a model of archivists’ professional competence, common for many states.

Une autre spécificité française est le développement de solutions originales, libres ou propriétaires, pour la publication des documents encodés sur le Web. Il serait illusoire de penser qu’un outil unique peut tout faire, depuis la conception de l’instrument de recherche jusqu’à sa publication sur Internet, au risque d’aboutir à des solutions propriétaires. Il est par contre indispensable de réfléchir à des solutions visant à la compatibilité des différents outils de production et de diffusion des instruments de recherche entre eux, ainsi qu’à leurs mises à jour, tant il est vrai qu’aucun instrument de recherche ne peut être considéré comme définitif.

Enfin, au-delà de la description des documents, on commence à envisager l’intégration d’objets numériques au sein de documents XML. La conversion en EAD de la base des permis de construire de la mairie de Paris constitue une première puisqu’elle consiste à décrire et à archiver des objets numériques. D’autres expériences sont en cours, visant à utiliser, dans le cadre de la dématérialisation de certaines procédures administratives (contrôle de légalité), le schéma METS (Metatata Encoding and Transmission Standard), schéma XML qui sert à encoder les métadonnées descriptives, administratives et structurelles d’objets numériques et qui englobe l’EAD.

Les actes complets des journées européennes des 7 et 8 octobre 2004 paraîtront dans le Journal of archival organization, revue américaine spécialisée dans les outils électroniques appliqués à la description archivistique (courant premier semestre 2005). Certaines des présentations sont toutefois accessibles dans la rubrique “Publications” du portail EURBICA.

Le projet européen LEAF (” Relier et Explorer les Fichiers d’Autorité “) vise à structurer en XML les notices d’autorité fournies par les différents partenaires. Initialement, le projet devait traiter les données d’autorité de personnes physiques et de collectivités. Devant la complexité des autorités collectivités, le champ d’action a été restreint aux personnes physiques, du moins pour la première phase. L’EAC a été choisie comme format fédérateur pour encoder les différentes notices d’autorité hétérogènes. Les tests ont permis de faire évoluer l’EAC à partir des réflexions des partenaires de LEAF (Per-Gunnar Ottosson, ” L’EAC et le développement de portails archivistiques nationaux et européens ” ).

En France, le développement rapide de l’EAD et ensuite de l’EAC se fera par l’intégration de ces normes dans les logiciels utilisés par les services d’archives pour informatiser la description archivistique. Le fait que les outils de production directe de documents XML/EAD soient encore difficiles à appréhender peut en effet constituer un obstacle au développement de l’EAD dans le réseau. Par ailleurs, produire des documents EAD avec des éditeurs XML nécessite la mise en place d’une plate-forme de gestion des documents XML, pour pallier les problèmes de version, d’accès, de sauvegarde et de contrôle de documents EAD. La nécessité de sensibiliser, au sein de nos services, un personnel hétérogène, aux qualifications très diverses, peut constituer une autre difficulté.
